On Friday (June 30) Alcohol and Gaming Commission of Ontario (AGCO) issued an update on the use of certain medications for horses participating in workouts or qualifiers.

As part of its continued commitment to protect Ontario racehorses and strengthen the integrity of racing, the Alcohol and Gaming Commission of Ontario (AGCO) has introduced changes to the Rules of Racing to promote the welfare of equine athletes.
The changes came into effect on June 5, 2023.
The changes are the result of extensive AGCO consultation with industry stakeholders, including horsepersons’ associations, licensed and official veterinarians, and racetrack management to seek input on these welfare initiatives.
As a follow-up to its notice on June 5, 2023, the AGCO would like to provided the following update regarding implementation of the changes:
- The initial transition period, and the extension granted to July 4, 2023, will be extended until August 8, 2023. During this time the AGCO will limit testing and enforcement related to TB 15.40.01 and SB 6.54.01 to horses requiring a workout or qualifier to come off the Veterinarian’s List as per rules TB 15.40.02 and SB 6.54.02.
- The AGCO will conduct additional engagement and provide further communication to ensure greater clarity regarding these new rules. Licensees are reminded that all rules of the Out of Competition Program, Chapter 39 of the Thoroughbred Rules of Racing and Chapter 37 of the Standardbred Rules of Racing, still apply and the AGCO can conduct out of competition testing at any time.
As previously stated, the AGCO remains committed to monitoring the implementation of the changes to the Rules of Racing and carefully considering any feedback and observations from industry participants.
Prolongation de la période de transition pour la restriction de l’utilisation de certains médicaments pour les chevaux participant à des séances d’entraînement ou à des épreuves de qualification
Dans le cadre de son engagement continu à protéger les chevaux de course de l’Ontario et à renforcer l’intégrité des courses, la Commission des alcools et des jeux de l’Ontario (CAJO) a apporté des modifications aux Règles sur les courses afin de promouvoir le bien-être des chevaux. Les changements sont entrés en vigueur le 5 juin 2023.
Ces changements sont le résultat d’une vaste consultation de la CAJO avec les parties prenantes du secteur, notamment les associations de propriétaires de chevaux, les vétérinaires agréés et officiels, et la direction des hippodromes, afin d’obtenir leur avis sur ces initiatives en faveur du bien-être des chevaux.
Suite à notre avis du 5 juin 2023, nous souhaitons apporter les précisions suivantes concernant la mise en œuvre des changements :
- La période de transition initiale et la prolongation accordée jusqu’au 4 juillet 2023 seront prolongées jusqu’au 8 août 2023. Pendant cette période, la CAJO limitera les contrôles et l’application des Règles TB 15.40.01 et SB 6.54.01 aux chevaux qui ont besoin d’un entraînement ou d’une qualification pour quitter la liste des vétérinaires, conformément aux Règles TB 15.40.02 et SB 6.54.02.
- La CAJO s’engagera davantage et communiquera davantage pour assurer une plus grande clarté concernant ces nouvelles règles. Il est rappelé aux titulaires de licence que toutes les règles du programme hors compétition, le chapitre 39 des Règles sur les courses de chevaux de race thoroughbred et le chapitre 37 des Règles sur les courses de chevaux de race standardbred, s’appliquent toujours et que la CAJO peut effectuer des contrôles hors compétition à tout moment.
Comme indiqué précédemment, nous restons déterminés à surveiller la mise en œuvre des changements apportés aux Règles sur les courses et à examiner attentivement tout retour d’information et toute observation des participants du secteur.
