CHRB Expands Clenbuterol Ban

The California Horse Racing Board conducted its regular meeting Thursday, May 24, at Hollywood Park

. Chairman Keith Brackpool presided. Vice Chairman David Israel and Commissioners Steve Beneto, Jesse Choper, Bo Derek, Richard Rosenberg, and Chuck Winner were in attendance.

The Board voted to suspend authorization for clenbuterol at all racetracks for all breeds in California for a period of one year commencing July 18, 2012. The Board instructed the equine medical director and the Maddy Laboratory to administer a 21-day withdrawal period for clenbuterol. This action expands on the restrictions already in place for quarter horses.

The Board approved the license applications for race meets in Del Mar (from July 18 through September 5), the State Fair at Cal Expo (July 11 – 22), and the Sonoma County Fair in Santa Rosa (July 25 – August 12).

The Board approved the licenses for new mini-satellite wagering locations in the Santa Clarita Lanes in Saugus and Banker’s Casino in Salinas. The Board also renewed the license for the OC Tavern mini-satellite in San Clemente.

The Board approved a regulation to prohibit the entry to race of pregnant mares (beyond 120 days of gestation). This regulation is consistent with international animal welfare policies.

The Board approved service, steward, and official veterinarian contracts for the fiscal year 2012-13, including drug testing, advisory services, and equine injury prevention programs at the University of California, Davis, totalling $2,976,050, subject to ongoing review by the Medication and Track Safety Committee.

The Board authorized the continued modification of the distribution of market access fees from Advance Deposit Wagering (ADW) for wagering conducted by thoroughbred associations. The Board also authorized the continued modification of the distribution of takeout for wagering conducted by thoroughbred associations in Northern California.

The Board presented a resolution to Jerry Moss in appreciation for his eight years of service as a racing commissioner. Also, TVG produced and showed a video tribute to Moss that included racing highlights of his two most accomplished horses, Zenyatta and Giacomo.
