An article by Maine Biz outlines how Terry wants to save the area's racing industry one way and one way only, by expanding gambling.

“We’re going to pursue [harness racing] as long as we can, because it really does encompass a large amount of people, a large amount of livelihood, it’s open space,” Terry was quoted as saying. “We’re just not going to go away, we’re going to continue to pursue the avenue that will keep the industry alive.”
