ORC Rules On Brooks-Bulletproof Appeal, Levies $400,000 Fine

A massive ruling issued Wednesday by the Ontario Racing Commission affects horses raced by Bulletproof Enterprises in 2009 and 2010 and the individuals involved with those races.

The Order issued by the ORC states that the horses racing under Bulletproof in Ontario for 2009 and 2010 have been deemed ineligible, and that any purse monies earned by those horses currently being held under ORC Order SB 14/2010 will be forfeited and redistributed to the entitled owners pursuant to the ORC's Rules of Racing.

Further, Jeffrey Brooks and Bulletproof Enterprises have been suspended for ten (10) years effective January 26, 2010 and a fine of $400,000 is to be imposed on Jeffrey Brooks should Brooks or Bulletproof seek to be relicensed in any capacity by the ORC.

The Order also that "any OSS benefits which would otherwise accrue to Brooks or Bulletproof will be forfeited to the OSS program in consequence of the disqualification of those horses by this Order."
